The Punguza Mizigo Bill proposed by Thirdway Alliance party leader Ekuru Aukot has been cleared for debate by the High Court.
On Tuesday, Justice John Mativo issued the order which had been taken before the court by a petitioner who sought the 47 counties across the country to stop the debate.
The petitioner had argued that the Independent Electoral and Boundaries Commission (IEBC) had failed to authenticate signatures of voters supporting the referendum bid.
IEBC had said 1.2 million registered voters supported the initiative by the Ekuru Aukot-led Thirdway Alliance party.
“The admitted failure to authenticate the signatures of the purported supporters of the initiative amounts to a fundamental breach of the Constitution,” the petitioner argued.
